The most slovenly detective on the force, nonetheless, Detective Harvey Bullock gets results.

Bullock is often Montoya's partner and he's nearly always cranky and ready to hotdog it. He's not overly fond of the Caped Crusader, but has occasionally worked with the Batman. Most often, though, he's against the vigilante, insisting that if Batman wants to help, he should lose the mask and join the force. Methinks that Bullock would like the throw the rules away and join the vigilante front, but pride keeps him from it.

Bullock is made from a Speed Racer Pops figure. I used the hat from a Jurassic Park figure (inside suitably dremeled to fit Pop's/Bullock's head). Pops mustache was chopped off with an X-Acto knife. Factoid: Pops is pure black plastic underneath the paint job! The edges of his trench coat, the collar of the coat and the tie are all added with Sculpey. The bottom half of his trench is a piece of men's black sock -- the top elastic part. This way, he keeps the waist articulation.
